Hello, I’m Pat Bartoli, Director of City Centre Growth & Infrastructure, and I’m delighted that you are interested in these Strategic Lead roles within Manchester City Council’s Growth and Development Directorate.
This is a particularly exciting time to join our organisation. Manchester is often held up as an exemplar of growth and regeneration, and rightly so – our city has been transformed in recent decades.
By working with partners in the delivery of our long-term strategic vision we have rebuilt our city centre, revitalised our neighbourhoods, expanded our public transport network, developed our knowledge economy, supported our creative industries, hosted major events, celebrated our diversity and strengthened our partnerships. We have seen remarkable growth in our population, our jobs, our businesses and our incomes.
We have become a global city with a strong identity and a confident voice, placing high in the global rankings of the top cities to live in, work in and visit.

However, we know this journey is not over, and Manchester must continue to grow. Despite our success we still have a long way to go in connecting all our residents to the opportunities created here, and therefore enabling them to become more prosperous. We know that to do this we have to build on the progress we have already made to continue our current trajectory.
Central to our success and our future plans is the development, which is taking place in our city, and particularly our city centre. We have a number of nationally significant schemes including Victoria North (delivering15,000 new homes), the Oxford Road Corridor, and regeneration of St John’s. We are leading the creation of great places that bring people and communities together, attract investment and ensure that Manchester continues to thrive. Our ambition is huge.
These roles are critical in ensuring the future development across our city centre is delivered. For the Strategic Lead City Centre Development, we are seeking individuals with a strong background in managing complex property, regeneration and development projects and programmes. For the Strategic Lead City Centre Partnerships, we are seeking relationship builders who bring a track record of delivering intervention and successful placemaking through partnership working across the full public, private and voluntary sectors. For the Strategic Lead Sustainable Travel, you’ll be responsible for developing our environment, clean air, transport and infrastructure ambitions to support the city’s zero carbon ambitions.
Alongside your professional background, we are looking for colleagues who are truly team players, able to forge strong relationships with developers, partners and colleagues, and more importantly able to provide effective leadership, support and advice to deliver our objectives for growth, new homes and attracting investment.

About the Growth and Development Directorate
The Growth and Development team deliver a wide range of initiatives that support the regeneration of the city, we do this by leading and co-ordinating the Council’s input into the delivery of regeneration frameworks and major projects which contribute to the growth of the city.
The team work to promote Manchester as a place to live, work and visit. We do this by encouraging businesses to relocate here, bringing new jobs and investment to the city.
The team also seek to grow Manchester’s business base by building relationships with strategic investors and end users; and to support improved infrastructure, residential development, leisure and cultural amenities to encourage growth and build on the success of the past few years.
